Steady work, no plan, and pay that moves

Georgia runs on moving things. Atlanta is one of the country's biggest freight hubs, and the Port of Savannah keeps trucks and warehouses busy across the state. A lot of that work is 1099: owner-operator truckers, delivery and courier drivers, freight brokers, and contract warehouse and dock crews. Add Georgia's film and event crews, who move from production to production, and you have a lot of people with good income and no employer plan.

That makes a Marketplace plan tricky. Your tax credit is based on what you expect to earn for the whole year. When loads are good, you may owe some of the credit back at tax time. When freight slows, your credit should have been bigger. Since the extra federal credits ended, a single person earning more than about $64,000 gets no federal help at all (source).

What works well on the road

A monthly amount that doesn't move

Health sharing and a primary care membership cost the same whatever you earn. A slow quarter doesn't raise it, and a big year doesn't either. You can start on the first of any month, with no open-enrollment window.

A doctor's team that's reachable from the cab

Long runs and overnight shifts don't fit office hours. A virtual primary care membership lets you handle sick visits, questions and many refills by phone or video, from a truck stop in Tifton or a hotel in another state, and the same membership covers your family at home.

No network, wherever the road goes

Each new illness or injury is its own Need. You pay up to your Initial Unshareable Amount, then submit eligible bills to be shared, at any hospital in any state, because there's no network.

What to watch for

  • Work injuries and DOT physicals. If you're hurt on the job, workers' compensation or occupational accident coverage may apply first, and health sharing may not share injuries another source should pay. DOT physicals are a routine cost, not a shareable Need.
  • Union and guild plans. Film crew members who qualify for a union health plan should compare it first.
  • Low-income years. If your income for the year is modest, a Marketplace plan with a tax credit may cost very little. Check Georgia Access first.
  • The coverage gap. Georgia hasn't fully expanded Medicaid. If your income falls below the poverty line, you may not qualify for a tax credit, and Georgia Pathways requires 80 hours a month of work or activity. Read every option compared.
  • Pregnancy and ongoing conditions. The due date must be at least nine months after joining, and pre-existing conditions are phased in over three years.

Common questions

What health coverage can an owner-operator truck driver get in Georgia?

If you lease onto a carrier that offers a plan, compare it first. Otherwise, a Marketplace plan with a tax credit is often the best deal at modest incomes. If you pay full price and you're healthy, health sharing with a primary care membership often costs less, but it isn't insurance.

Does a big year change the monthly price?

Not for health sharing or primary care. The monthly amount is set by household size, the oldest member's age, tobacco use and your Initial Unshareable Amount, not income. Your income does change a Marketplace tax credit.

Can I use it if I get sick in another state?

Yes. Health sharing has no network, so a bill from any licensed provider is handled the same way. For an emergency, notify the sharing program within 48 hours.

Can I start between contracts?

Yes. Health sharing can start on the first of any month.

Health care sharing
Health care sharing ministries are not insurance and are not regulated as insurance. Sharing of medical expenses is voluntary and not guaranteed. Review each organization's guidelines for details, limitations, and state-specific notices.

Georgia notice (O.C.G.A. § 33-1-20)
Georgia law requires a health care sharing ministry to give this notice on or with its applications and guideline materials: “Notice: The organization facilitating the sharing of medical expenses is not an insurance company, and neither its guidelines nor plan of operation is an insurance policy. Whether anyone chooses to assist you with your medical bills will be totally voluntary because no other participant will be compelled by law to contribute toward your medical bills. As such, participation in the organization or a subscription to any of its documents should never be considered to be insurance. Regardless of whether you receive any payment for medical expenses or whether this organization continues to operate, you are always personally responsible for the payment of your own medical bills.” Health care sharing is not Minimum Essential Coverage.

Direct primary care
Direct primary care is a membership with a primary care practice. Under Georgia's Direct Primary Care Act (2019), a direct primary care agreement is not insurance and is not subject to the state's insurance laws; the agreement must say in writing that it is not health insurance. A DPC membership does not pay for specialists, hospital care or emergencies, and it is not Minimum Essential Coverage.

Discount plans
THIS PLAN IS NOT INSURANCE and is not intended to replace health insurance. A discount plan provides discounts at participating providers and does not make payments to providers; the member pays the discounted fee.
